Qatar's diversification drive gathers pace as non-hydrocarbon sectors near two-thirds of GDP

Oxford Business Group examines progress towards the country's Vision 2030 goals and the priorities of NDS-3 in The Report: Qatar 2026

Doha, July 2026: Qatar's progress in diversifying its economy under Qatar National Vision 2030 and the Third National Development Strategy (NDS-3) forms the core of The Report: Qatar 2026, the latest research publication by global advisory and research firm Oxford Business Group (OBG).

The report charts the country's shift away from hydrocarbon dependence, with non-hydrocarbon sectors now accounting for 65.5% of GDP, led by growth in construction, trade, tourism, logistics, ICT and financial services. Anchored by strong LNG revenues and one of the world's largest sovereign wealth funds, Qatar maintains macroeconomic stability and fiscal strength despite ongoing regional geopolitical tensions.

NDS-3 is driving this momentum, targeting $100bn in foreign direct investment by 2030 through regulatory reforms and a $1bn incentives programme focused on advanced industries, logistics, digital technologies and financial services. Rising FDI inflows, sustained infrastructure investment, population growth and Qatar's position as a regional trade, innovation and energy hub reinforce its appeal as a stable destination for long-term investors.

The report also explores Qatar's long-term LNG expansion strategy and how the country is balancing its role as a leading global gas supplier with renewable energy investment, sustainability goals and energy security priorities, alongside the way NDS-3 is being translated into a more resilient, data-driven and adaptive development model.

Further coverage examines the role of 5G, cloud services, AI-enabled solutions and enterprise digitalisation in advancing business competitiveness and smart-city development, and how digitalisation, fintech innovation and sustainable finance are shaping Qatar's banking and capital markets as a bridge to international investment.

The publication also assesses sustainable urban planning and affordable housing, exploring how the country is preparing for population growth through integrated urban centres, public-private partnerships and technology-enabled municipal planning.
